Unsatisfied Link Error

While creating the .usg file required for +perfect, I am receiving UnsatisfiedLinkError on a target OS (win 98).  The program aborts even though I have try{}catch.  The code that causes the problem is :

server = new ServerSocket(port);

The StackTrace :

java.lang.UnsatisfiedLinkError: no net in java.library.path

     at java.lang.Throwable.fillInStackTrace(Unknown Source)

     at java.lang.Throwable.<unknown>(Unknown Source)

     at java.lang.Error.<unknown>(Unknown Source)

The error suggests that something is missing from my executable.  Why does the error not show on my dev. system?  Because what ever is missing, is not missing on my dev system.  Then why would the .usg not contain the required info for the missing code?

Received a reply from tech support. ?Followed the directions and the result is the same. ?The error persists.

Just posting here for completeness.

I live at GMT +0600.  During what hours would a more interactive (via email) support session be possible?
