File.lastModified() broken for system roots in Windows

Under Windows XP, a call to File.lastModified() on a system root (gotten from File.listRoots()) is not change it's return value if a new file or folder is created in that root.

This works in compiled Java (that is, the file last modified date is updated when the root is modified).

Is this a known issue?
